REGULATION ON THE COMPETITION
It is intended by the Investment Program Foundation, the organizer of the Paganini Moscow International Violin Competition, that it be a public annual event dedicated to Niccolo Paganini.
The Competition is supported by the Ministry of Culture and Mass Communications of Russian Federation, the Government of Moscow and Tchaikovsky Moscow State Conservatory.
The organizers of the Competition see its mission in the support of talented young musicians, as well as in the encouragement of gifted violinists and the worldwide promotion of the violin art.
The present regulation, approved by the Foundation, is the basic document, defining Competition terms and conditions.

The Competition will be held in Moscow from October 18th till October 27
st, 2010.

Musicians older than 16 are permitted to participate in the Competition.

Participation of one and the same musician in two Competitions running is not permitted.

No admission fee is required to participate in the Competition.

Following the results of review of submitted First Audition DVD recording 25 participants will be approved to take part in the Competition. The Foundation has a right by its decision to increase the number of the participants.

Any violinist who is willing to participate in the Competition must submit the following documents to the Foundation:
- Participation Application form with Competition program, filled out in accordance with the sample form approved by the Foundation;

a DVD recording of the First Audition program;

a copy of the passport’s front page, valid not less then 6 months from the date of the end of the Competition;

a copy of the concertmaster’s passport front page, valid not less then 6 months from the date of the end of the Competition (in case if participant comes with his concertmaster);

music education diploma (or the certificate from the educational institution, when there is no diploma);
- an autobiography (resume);
- portrait photo.
Video records won’t be returned to participants.

All documents, including DVD, should be submitted to the Foundation by e-mail info@violin-fund.ru or by post, not later then September 15, 2010. The Foundation reserves the right not to review Applications received after this date.

Before October 1, 2010, the participant will be informed whether he is permitted to take part in the Competition.

The Foundation reserves the right to deny the participant without explanation.

The Foundation approves the Chairman of the Jury and, if necessary, the Co-chairman of the Jury. The person confirmed as the Chairman of the Jury can not provide his seal in two Competitions running.

The Draw shall be held on the Competition’s first day strictly in the alphabetical order. According to the draw results, the Foundation shall make the draw record
- The Competition consists of three Auditions:
- First Qualifying Audition (solo);
- Second Semifinal Audition (with piano);
- Third Final Audition (with symphony orchestra).
All the auditions are open to the public.

Each piece, chosen by participant, should be performed only in one Audition.

Pieces, chosen by participant, should be performed by heart.

The order of the participants’ performances should be established strictly in accordance with the Draw and kept till the end of the Competition.

Any changes in the participants’ personal programs after the Draw shall be permitted only in exceptional cases upon the Jury’s consent.

The results of each Audition of the Competition should be reported after the Audition is finished.

A maximum of twelve participants will be admitted to participate in the Semifinal Audition.

A maximum of six participants will be admitted to participate in the Final Audition.

The Jury shall irrevocably distribute all the prizes and premiums, as well as shall make the Competition final record at their final meeting.

The results of every Audition of the Competition shall be fixed in the respective voting record of the Jury. All Jury’s decisions shall be final and irrevocable.
- According to the Competition results, the winners will be awarded with laureate diplomas and the following prizes:

According to the Competition results, the Jury is not obligated to award all the prizes, or they may divide any prize between several winners. In case the First Prize is divided, the statuette shall not be awarded.

Upon the Jury’s decision, one or several winners, as well as their best accompanists, may be awarded with honorary diplomas.

Chairman of the Foundation’s Board may award one or several deserving participants with the Foundation’s special premium.

Upon decision of the Foundation (at the Foundation’s expense), the First Prize winner(s) may record his/her/their performance(s) on CD(s).

All laureates must take part in the final concert of the Competition free of charge.

If a laureate refuses to participate in the final concert, he/she may be kept out of his/her premium upon the Jury’s decision.

Upon request and at the expense of the Foundation, all laureates of the Competition must be ready to stay in Moscow during three days after the final concert in order to participate in other concerts, for interviews and other public events. In addition, all the laureates must be ready to participate in any other concert organized and sponsored by the Foundation, but no more often than twice per 12 months after the end of the Competition.

The Foundation shall enjoy all the rights to broadcast, to record and to further promote the Competition’s three Auditions and its final concert(s) with participation of both the laureates and the judges, without making any payments both/either to the participants and/or to their accompanists. In addition, the Foundation shall enjoy its sole right to enter into any agreements with any third parties for the sale of the resulting recorded products.

Each participant has a right to ask for accommodation at the Foundation’s expense for him and his accompanist in advance and in written form. The Foundation reserves the right to deny the participant .In case of confirmation of place each participant should check-in at the hotel not earlier than 24-hour period before the Competition and check-out not later than 24-hour period from the day he/she drops out from the Competition.

The Foundation doesn’t pay hotel expenses for those participants who arrive in Moscow to take part in the Competition but for some reasons refuse to perform.

Participants may perform either with their concertmasters or with those provided by the Foundation (two rehearsals and performance during Semifinal Audition). In the latter case, their work shall be paid by the Foundation; however, the participant must make an early order for an accompanist of the Foundation in the application.

Participants are provided with rehearsal rooms and acoustic rehearsals before every Audition on the stage where he will perform.

The Foundation prepares and sends to participants official invitations that entitle to get Russian visa. The deadline for invitations’ preparation is not more than 20 days since the complete package of documents, mentioned in p. 6 of the present Regulation, is submitted to the Foundation.

Participants should apply for Russian visa personally, in virtue of an invitation sent by the Foundation.

Participant should declare his/her violin when going through Russian Customs.

Archive recordings and video materials belong to the Foundation and are not subject to be given to participants.

The further participant’s signature in his/her Application shall witness his/her full consent with all conditions of the present Regulation.

Any amendments and additions may be introduced to this Regulation under the Foundation’s respective decision only.
